JPG to PDF – Combine Photos and Images into One PDF

A free tool that converts JPG, PNG, WebP and HEIC images to PDF. Arrange several images in any order and combine them into one PDF. Choose the paper size (A4, B5 and more), orientation and margins. JPG and PNG images are placed as they are, with no re-compression, so quality doesn’t drop.

Your files are processed in your browser and are never uploaded to a server.

How to convert images to PDF

  1. 1Tap “Select images (JPG, PNG)” and choose the images for your PDF (you can choose several).
  2. 2Press and hold an image (or drag it on a computer) to put the pages in order.
  3. 3Choose the paper size, orientation and margins.
  4. 4Tap “Convert to PDF”, check the preview, and tap “Download PDF”.

When you need to turn images into a PDF

When you’re asked to submit documents as a PDF, you can turn photos taken on your phone into one.

  • Submit a photo of an ID document (driver’s license, My Number card, etc.) as a PDF
  • Photograph handwritten forms or receipts and combine them into one PDF
  • Submit school handouts or assignments by photo
  • Arrange scanned image files into a PDF in page order

Settings you can choose

Paper size

Choose A4, A3, B5 (JIS), B4 (JIS), Letter or “Fit to image”. A4 is recommended if you’ll print it or the recipient specifies a size.

Orientation

With “Auto”, wide photos get landscape pages and tall photos get portrait pages. You can also make every page portrait or landscape.

Margins

Choose none, small (10mm) or large (20mm). For printing, margins help keep edges from being cut off.

About quality

JPG and PNG images are placed into the PDF as they are, without re-compression, so quality matches the original. The orientation of phone photos (EXIF data) is read automatically and corrected; in that case, and for WebP and HEIC images, the image is redrawn before being added.

Large images make a large PDF. If there’s a size limit, compress the PDF after converting.

iPhone photos (HEIC) work too

You can select HEIC photos taken on an iPhone and turn them into a PDF directly. To save HEIC photos as JPG or PNG images instead, use HEIC to JPG.

Your images are never uploaded

Your images aren’t uploaded to a server; they’re converted to PDF in your browser. Photos of ID documents are never sent anywhere.

A. Yes. HEIC photos can be turned into a PDF too.

Q. What happens to sideways photos?

A. The orientation information from your phone is read, and photos are turned the right way before being added.

Q. Can I make an A4 PDF?

A. Yes. Choose “A4” as the paper size. B5 and B4 (JIS) are available too.

Q. What if the PDF is too large?

A. Use Compress PDF to shrink it to a target size.

Q. Are my images uploaded to a server?
