How to Convert Photos to PDF on Windows, Mac and Android

Japanese offices, schools and employers often ask for photos of documents such as your residence card or certificates as a PDF. Our guide “How to Scan Documents to PDF on iPhone” covers iPhone; this one covers Windows, Mac and Android, and how to combine several photos into one PDF.

Windows: Microsoft Print to PDF

On Windows, the built-in “Microsoft Print to PDF” printer saves photos as a PDF.

  1. Select the photos in File Explorer (you can select several)
  2. Right-click and choose “Print” (on Windows 11 it’s under “Show more options”)
  3. Choose “Microsoft Print to PDF” as the printer, then the paper size and layout
  4. Click “Print” and choose where to save the file

Selecting several photos creates one PDF, but setting the page order is awkward, and parts of a photo can get cut off.

Mac: Preview

On a Mac, select the photos and open them together in Preview. Choose File → Print, then “Save as PDF” from the PDF menu at the bottom left. You can drag thumbnails in Preview’s sidebar to change the order before saving.

Android: Save as PDF

On Android, open a photo in Google Photos or another app, choose “Print” from the menu and pick “Save as PDF” as the printer. It generally works one photo at a time, so combining several photos takes extra steps.

Combine several photos into one PDF on any device

Our JPG & PNG to PDF tool works the same way in the browser on Windows, Mac, Android and iPhone. No app is needed, and your photos are never uploaded; they’re processed on your device.

  1. Open JPG & PNG to PDF and choose photos with “Select images” (you can choose several)
  2. Press and hold a photo (or drag it on a computer) to put the pages in order
  3. Choose the paper size (A4, or Japanese B5/B4 JIS), orientation and margins
  4. Tap “Convert to PDF”, check the preview and download

JPG and PNG photos are placed as they are, without re-compression, so quality doesn’t drop. Phone photos are turned the right way automatically.

Tips for a clean PDF

  • Photograph documents in good light, straight from above, without shadows
  • If no paper size is specified, choose A4
  • iPhone HEIC photos work as they are; to convert them to JPG, use HEIC to JPG
  • If the photo includes clutter around the document, trim it after converting with Crop PDF Margins

If the PDF is too large

Phone photos are often several MB each, so a PDF of several photos gets large quickly. If there’s an upload limit, compress the PDF to fit it.
